You may download and distribute them, but you are not allowed to edit any of them in any way, without permission. The files are hosted by an external file hosting service, Megaupload.com. While I understand that Megaupload can be a pain sometimes, this is to save the site's bandwidth. The files have also been compressed so they won't take ages to download.
